Yes, V-Ray and Phoenix communicate with the License Server just like any normal browser using the HTTP protocol. A computer in your local network with the license server installed will obtain the licenses over the Internet if you use Online Licensing.
If you have a License Server with a dongle - it can still be placed in one part of the world, and accessed over the Internet so that your V-Ray or Phoenix FD can obtain a license from another part of the world, passing through the firewalls and proxies. In that case, however, securing the connection is in your hands since the license server itself will not provide any security measures such as user authorization, IP restrictions, etc. The protocol is HTTP on TCP port 30304. Keep in mind that if the internet connection to the license server is slow, there can be some delays while working with V-Ray or Phoenix FD from remote locations.
