The Chaos Cosmos browser requires an internet connection as all Cosmos assets are stored and updated in an online repository. Users are expected to find the asset they need for their projects and download them on demand, rather than store big asset repositories offline.
However, offline support can be added in the future to address some enterprise scenarios.
