How do credit limits work?

By default, no credit limit is applied to users, and they can draw freely from the Shared pool. Their credit access is set to "Unlimited" by default. Admins can then set per-user credit limits to control usage. A credit limit is a ceiling, not a reservation: it caps how much a user can draw but does not set aside credits for them. If the Shared pool is empty, a user cannot spend credits, even if they have not yet reached their personal credit limit.
