If an error "Chaos Unified Login process isn't running" pops up, it's possible that one of the background processes is stuck, isn't running, or something is blocking it. You should restart the following Chaos processes:
Chaos Unified Login - ula.exe
Chaos Unified Login Supervisor - ulasupervisor.exe
Chaos License Server - vrol.exe
Chaos License Server Supervisor - vrlsupervisor.exe
Chaos Cosmos Browser Service - cbservice.exe
Go to Task Manager > Processes and you should see the above five processes. You must terminate the processes labeled as supervisor first, and then proceed to terminate the rest of the processes. Upon finishing the manual termination, start the Chaos Unified Login, Chaos License Server and Chaos Cosmos Browser Service processes again (the supervisor processes run automatically). You can start them by typing their names in the Windows Start Menu ("Start Chaos Unified Login", "Start Chaos License Server", "Start Chaos Cosmos Browser").
