This error occurs when the Chaos License Server is not running or cannot be reached, even though other services like Chaos Unified Login and Cosmos Browser are active. To fix this, you have to ensure that the License Server application is running and properly connected. You may need to terminate the Chaos License Server process in the Windows Task Manager - terminate vrlsupervisor.exe first and then vrol.exe. Then start the Chaos License Server process manually by typing "Start Chaos License Server" in the Windows Start Menu.
